Open Question: can you get arrested for taking a makeup tester?

My friend recently came to the US (Florida) from the virgin islands (i know still technically the US) but while she was here we went to a drug store and there were some testers for makeup. well she took one and when i asked her if that was illgal she said no and in her hometown the store people even offer for people to take them home and try them. well no1 saw or said anything at least. I was wondering if she was caught could she have gotten arrested? she is coming back this spring and am abit scared to go shopping again, i do not want to get in trouble if im with her when/if she does it again i am guessing it is stealing, but could she get arrested since they are not on sale?...
